Residential Utility Consumer Office (RUCO)
RUCO (Residential Utility Consumer Office) is a state office established by the Arizona Legislature to represent the interests of residential utility ratepayers in rate-related proceedings involving utilities before the ACC. Every utility rate increase application filed with the ACC, regardless of the size of the utility, receives a preliminary review by RUCO. Additionally, with over 170 solar installers in Arizona and multiple ways to go solar, RUCO created a basic Consumer Guide that provides crucial pointers and helps solar customers reduce investment risk while maximizing the benefits of solar.
