    QUESTIONS
    1.  I had a few questions about the insurance requirements for the grant. We do not have a building for our 501c(3) so would we be held to still having all those same requirements?

    2.  Is this open in Pima County ONLY or can interested parties in Cochise County apply?

    3,  On Page 11, the RFP states "Organizations selected through this RFP will be asked to provide the following:

    • DUNS Number
    • Conflict of Interest Policy
    • Auditor’s Opinion and Management Letter from organization’s last audit
    • Fingerprint Clearance card and completed Federal Central Registry background check procedure for facilitators (exceptions may be considered on a case-by-case basis)
    • Proof of Insurance
    • Drug-free Workplace Policy
    • Lobbying Statement
    • Plan to protect confidential client data and other sensitive information

    Does the Proposer need to provide the documents with the Proposal or only if selected or being considered for a contract award?


    ANSWERS
    1.  If selected, a Proposer may ask that Pima County Risk Management review their specific circumstances to see if a variance from these requirements is possible.

    2.  The RFP is open to any organization or individual, who has not been debarred or suspended, within or outside of Pima County. On page 2 of the RFP it states the following:

    Pima County CSET is requesting proposals from any private for-profit business entity, private non-profit corporation, public entity, or individual who has not been debarred or suspended to provide services under this Request for Proposal (RFP).

    1.  Q:  Can you help us better understand the problem you’d like to solve with this RFP?
    A:  This RFP is intended to provide us with content to be used as part of a comprehensive work readiness assessment and instruction program for use in ARIZONA@WORK Job Centers in Pima County and at affiliate Centers that serve young adults, jail inmates, homeless job seekers and dislocated workers.

    2.  Q:  This looks like an opportunity for print and/or digital solutions - can you advise us on how we should submit for both?
    A:  Please use the Proposer Self-Assessment Worksheet to indicate which solutions are print and which ones are digital.

    3.  Q:  Should we assume that the clients served are instructor/case manager assisted?
    A:  Yes, in most cases.

    4.  Q:  Is Internet access is available at each of the sites where you serve clients?
    A:  Yes, at most sites.

    5.  Q:  We should submit samples of our materials for the solutions we propose?
    A:  Yes, you may provide a link, attach samples to your Proposal, and/or provide at your oral presentation/demonstration. 

    6.  Q:  We would like to present our proposed solution in person - would this take place before or after the proposal is submitted?
    A:  We are requesting proposers contact Anna.Cunes@pima.gov to schedule an oral presentation/demonstration. This may take place either before or after the written proposal is submitted, which means your demonstration may be scheduled after the RFP deadline.

    Q: The RFP asks for a narrative to the evaluation criteria which refers to elements in Appendix A Proposer Self‐ Assessment Worksheet. Should proposer responses include a more detailed response than the comments provided in their completed Appendix A or is Pima looking for additional material?
    A: Proposers should use the narrative response to the evaluation criteria to address the cost criteria and to communicate any information about the content and instrument that cannot be conveyed in the self-assessment. The narrative may also be used to summarize the information in the self-assessment

    8. RFP, Page 4, Section V. Evaluationand Award Criteria, B.2 (Oral Presentation).
    Q: In the Instructions, the RFP asks for a narrative to the evaluation criteria, which refers to the Oral Presentation and how it “was” perceived by Pima staff. What narrative is Pima expecting from proposers for this section?
    A: No narrative response is required for this criterion

    Q: Please clarify if the oral presentation/software demonstration has to be completed prior to the proposal deadline? How many are selected for an oral presentation?
    A: All proposers must provide the oral presentation. It may be scheduled before or after the proposal deadline.

    Q: Does Pima intend to individually score each of the 5 bidding categories?
    A: Yes.

    Q: Please clarify what content Pima is expecting from proposers for Factors Assessed and Instructional Content and Instrument in this section.
    A: It is up to the proposer to decide what content would best address the rating criteria in each section.

    Q: Would Pima accept a proposal from a vendor who is bidding fewer than five categories? For example, a vendor may only have expertise in one or two categories. Pleas clarify.
    A: Yes.

    Q: Would you provide details on the type of assessments that you are currently using and the vendor providing the assessments?
    A: Pima County wishes to procure assessments for a new program.

    Q: What is the approximate budget allocated to this project?
    A: The new program has a budget of $14,000 for work readiness tools. However Pima County could use this RFP to purchase tools for any of its related programs. 

    17.  Q: What is the approximate budget per category allocated to this project?
    A: We do not have a budget breakdown per category.

    18.  RFP Self- Assessment 
    Q: Are all items listed under the assessment mandatory for the Assessment to be viable for Pima County?
    A: No.

    19. Appendix A – Proposer Self-Assessment Worksheet, Instrument, Suitability for pre and post testing
    Q: Can Pima please provide further clarification/elaboration on "suitability for pre and post testing”?
    A: Indicate whether the assessment tool is designed to be used to pre and post test clients (i.e., post test should measure the learning received during against what the client knew before in a pre-test).

    20. Q: Regarding your Corrections population: Are you open to an online assessment, or is software required?
    A: Yes we will have proctored Internet access in our Jail-Based Job Center.

    21. Q: When is an appropriate time to schedule a webinar for the oral presentation? We are available Monday – Friday, 8am – 3pm Mountain Standard Time to provide the oral presentation.
