    COVID-19 Response

    The Pima County Community Assistance Division has a hotline at 520-724-2667  to serve those who applied to the COVID-19 Rental Eviction Assistance Program that was funded through the Arizona Department of Housing.

    Although that program is no longer accepting new applications, CAD staff may answer questions regarding the status of an application, provide forms that are required for processing, offer assistance to submit pending information, and direct applicants to other resources -- including with utilities.

    Community Assistance Division

    The Pima County Community Assistance Division mission is to assist low-income individuals and families with reaching higher levels of economic and social self-sufficiency through the delivery of basic needs services and to advocate for low-income individuals. The Community Assistance Division will deliver services in a respectful, timely, and compassionate manner.

    As the designated Community Assistance Division formerly known as Community Action Agency since 1981, the CAD office has established excellent partnerships with many community-based organizations. Major partners include our seven Emergency Services Network agencies, 11 Community Services Block Grant agencies and our five LIHEAP Affiliate agencies, which empower CAD to provide assistance to eligible individual and families to support basic needs, prevent homelessness, and promote self-sufficiency.

Community Assistance Division connects assistance with case management and other resources to promote self-sufficiency and economic independence. Services include:

    • Rental/Mortgage Assistance
    • Special Needs
    • Support Services
    • Utility Assistance

    The Community Action Advisory Board serves as the advisory board regarding Community Assistance Division programs and is reauthorized as part of the Community Services Block Grant (CSBG) Act of 1998.

    Discount Programs (no financial assistance)

    • Based on household size and gross monthly income.
    • Call (520) 791-5443 to determine eligibility and schedule an appointment.

    Sewer Outreach Subsidy Discount Program (SOS)

    Sewer Outreach Subsidy Program will provide a monthly discount for the sewer portion of their bill. The discount may be 25%, 50%, or 75%.

    City of Tucson Limited Income Assistance Program for Tucson Water and Environmental Services

    City of Tucson Water will provide a monthly credit to qualifying customers for the water portion of their Tucson Water bill.
