    COVID-19 Response

    We know financial hardships related to COVID-19 have created a high demand for utility assistance. Pima County and the City of Tucson are committed to working together to provide as much assistance as possible in a timely manner, but you need to act now to help us help you.

    Time and funding are limited. The assistance programs below are first-come, first-served.

    Contact your utility company to make a plan, avoid shutoffs and APPLY FOR ASSISTANCE TODAY. (The City of Tucson has extended its moratorium on utility shutoffs through Feb. 28, 2021.)

    Submission of an application does not guarantee payment will be made.

    First step: Make a plan

    Contact your utility. Find the phone number on your bill or check our contact list below and work with them on a payment plan to potentially avoid a shutoff. Pay what you can.

    Second step: Gather required documentation

    Please gather these documents before you call. Some or all might be required depending on the assistance application. Once you have all the documents listed here, you may apply via the agencies below.
    • Applicant’s state-issued picture I.D.
    • Applicant’s proof of U.S. Citizenship or Permanent Legal Residence (birth certificate, naturalization papers, permanent resident card, U.S. passport)
    • Social security cards for all household members
    • Birth certificates for children 17 and under
    • Proof of all household income for the past 30 days (pay stubs, current award letters, etc.)
    • Current utility bills (electric, gas, water) – no cable or telephone bills
    • Supporting documentation regarding the crisis that caused you to get behind in your utility bills

    Assistance through Pima County

    Contact the Pima County Community Action Agency at 520-724-2667 for utility assistance (Hours: Monday-Friday, 8:30-10:30 a.m.).

    You can also contact one of these Pima County Emergency Services Network agencies:

    Eligibility:
    • You live in Pima County, including the City of Tucson
    • You are seeking assistance for gas, water and/or electric bills
    • Eligibility is based on household size and gross income. Income requirements may differ according to assistance programs.

    City of Tucson logoAssistance Available for Tucson Utility Customers

    The City of Tucson is providing assistance to qualifying residential utility customers (water, sewer, and trash), who have financial hardship resulting from the COVID-19 pandemic.

    Awards can be made up to 50 percent of delinquent service-related charges. Funds will be awarded on a first-come, first-served basis until exhausted.

    Eligibility:
    • Residential utility customers within the City of Tucson or City of South Tucson limits
    • Residents must have been negatively impacted by COVID-19
    • Residents must self-certify that they meet household income guidelines for the past 30 days.

    Rent Help

    Rent Help/Eviction Prevention

    The Arizona Department of Housing (ADOH) is no longer accepting applications for rental assistance, but other options are available, although time and funding is limited.

    Visit the Pima County Community Action Agency webpage for a list of Pima County Emergency Services Network agencies or visit www.pimaep.com to leave information and put your name on a waiting list for qualified individuals/households.

    Submission of an application does not guarantee payment will be made.

    Income requirements may differ according to assistance programs.

    Pima County Sewer Outreach Subsidy Discount Program (SOS)

    The Sewer Outreach Subsidy Program will provide a monthly discount for the sewer portion of your bill. The discount may be 25 percent, 50 percent, or 75 percent.

    City of Tucson Limited Income Assistance Program for Tucson Water and Environmental Services

    City of Tucson Water will provide a monthly credit to qualifying customers for the water portion of their Tucson Water bill. Call 520-791-5443 to determine eligibility and schedule an appointment.

    Small Business Utility Assistance

    YWCA Southern Arizona will distribute one-time grants of up to $4,000 to eligible businesses for up to three months of water, sewer, and trash, electric, and natural gas utility expenses to be paid directly to the utility upon submission of the corresponding bills.

    Eligibility:
    • Business must be within the City of Tucson limits (including the City of South Tucson)
    • Business must have less than 50 employees
    • Business must have been negatively impacted by COVID-19.

    Stop scamsProtect yourself

    Many electric, water, and natural gas customers throughout the country are being targeted by impostor utility scams each day. Scammers typically use phone, in-person, and online tactics to target customers.

    Utilities United Against Scams (UUAS) has three tips to spot a scam and to protect yourself:

    1. Slow down. Scammers often want you to ask fast and may aggressively demand immediate payment for an alleged past due bill.
    2. Verify. Scammers can spoof phone numbers, trick you with emails, pose as employees and even use COVID-related information to bait you.
    3. Stop before you act. Utilities NEVER demand immediate payment by bitcoin or pre-paid cards.

    It is important that customers call their utilities directly to check on the status of their accounts if they are ever unsure about the authenticity of a caller or the identity of a service worker, or if they suspect any fraudulent activity.
