    A wealth of data shows that investing in high-quality preschool — especially for economically disadvantaged, minority and dual-language children — provides short-term and lasting benefits to children, families, schools, taxpayers and the community.peeps high res

    Pima County and its partners created and funded the Pima Early Education Program to help eligible families pay for high-quality preschool at 170 locations across the county. Most of our partnering preschools will begin offering these free or reduced-cost educational opportunities starting in July 2021.

    PEEPs' eligibility framework is designed to support families with 3- or 4-year-old children (and 5-year-olds not in kindergarten) with a household income at or below 200% of the federal poverty level.

    On May 4, 2021, the Pima County Board of Supervisors approved a plan to allocate up to $10 million in County funds, as well as almost $3 million from cities, towns and other partners, to assist low-income families with paying for high-quality preschool for 1,245 children at 170 locations. 

    PEEPs, which begins on July 1, 2021, includes:

    • Partnerships with eight school districts and Pima Community College to offer free, high-quality preschool classes to approximately 480 children.
    • A partnership with First Things First, a state agency focused on early childhood development, to offer 560 additional scholarships for quality preschools within Quality First, Arizona's quality improvement and rating system for school districts, child-care centers and home-based preschools that are licensed or regulated.
    • A partnership with Child-Parent Centers to offer full-day, free Head Start preschool programs at 11 locations for 205 children. 
    • Partnerships with the United Way of Tucson and Southern Arizona, the Arizona Department of Economic Security (DES) and others to increase the number of high-quality preschool providers as well as the number of preschools that accept DES child-care subsidies. 
    • A request-for-proposal process to find an experienced organization to develop a three-year plan to manage and implement PEEPs on an ongoing basis under the guidance of a multi-departmental Pima County oversight team and according to the PEEP framework and guiding principles.
