Function

The Budget division develops and monitors Pima County's annual budget, manages Pima County's annual property tax assembly process and defends taxpayer initiated litigation of net assessed values in conjunction with the County Attorney's office.

Description of Services

Budget produces the Recommended, Tentative, and Adopted Budget schedules and books; monitors the department budgets and compiles monthly revenue and expenditure forecasts; responds to management's requests for financial analyses and reports; performs Position Control Number (PCN) functions in conjunction with the Human Resources department; compiles the property tax levies and rates; prepares budgets for road maintenance and street lighting improvement districts; works with the Assessor's and Treasurer's offices to produce the property tax roll; prints and mails property tax statements to property owners; manages the Pima County print shop; responds to taxpayer queries via the taxpayer telephone hotline; and works with the County Attorney's office to defend taxpayer initiated litigation of net assessed values. 

Program Goals and Objectives

  • To prepare and publish budget schedules and books in a timely manner and in accordance with the due dates established by the County Administrator.
  • To publish a budget document that satisfies the Government Finance Officers Association (GFOA) guidelines for effective budget presentation evidenced by achieving a rating of proficient/outstanding for each of the GFOA review criteria.
  • To receive the GFOA Distinguished Budget Presentation Award each year.
  • To provide County residents with timely and accurate information regarding real and secured personal property taxes.
  • To compile tax rates and levies by the legislated due date.
  • To print and mail approximately 450,000 tax statements at least 21 days before the tax due date.
  • To provide excellent customer service via the taxpayer telephone hotline as evidenced by zero taxpayer complaints.
  • To prepare reliable budget projections that include General Fund budget projections that are within 1% of year-end audited actual revenues and expenditures.
