The City of Tucson Mayor and Council and the Pima County Board of Supervisors have formed a joint City/County Oversight Committee to provide independent review of the study and ensure the desired end products identified in the scope of work are met. The appointed Committee consisted of 12 members from the following City and County committees:
- 4 members from the City’s Citizens Water Advisory Committee (CWAC)
- 4 members from the County’s Wastewater Management Advisory Committee (WMAC)
- 2 members from the City’s Planning Commission
- 2 members from the County’s Planning and Zoning Commission
- The Chair appointed jointly by the City Manager and County Administrator from the 12 members of the Committee
The Committee met monthly or more frequently in a public forum. An updated schedule of Committee meetings was publicized and notices were widely distributed to an extensive mailing list of interested individuals, groups, and media contacts. Public meeting notices were also posted in accordance with Open Meeting Law requirements.
Committee members reported monthly to their respective advisory committees. Tucson Water and Regional Wastewater Reclamation Department staff provided regular briefings and updates on the data collection and analysis during Phases 1 and 2. The committee reported to the City Manager and County Administrator assessing the joint staff work and could make recommendations to the City Manager and County Administrator on necessary changes. The committee prepared a final report to the City Manager and County Administrator to accompany transmission of the final work product of the joint staff efforts.
The Action Plan represents a dramatic shift in business as usual for the City of Tucson and Pima County. It advances 87 specific actions grouped within 14 City/County programs to implement the Phase 2 goals and recommendations and to achieve outcomes within the five-year planning horizon. The Year-End Reports track the progress of the Action Plan for every calendar year.
