    Community & Workforce Development (CWD) implements collaborative planning to develop community partnerships with local, state and federal agencies, non-profits, faith-based organizations and the private sector to best access, leverage and increase human services, housing and workforce development resources.

    A Request for Proposal (RFP) is a formal invitation for an offeror to submit a proposal to provide a solution to a problem or provide a service need identified by the CWD. The RFP is also a procurement process where the County has the ability to judge if an Offeror's qualifications, experience, and approach will provide the best solution or effectively delivery the needed service.

    NOTICE OF PUBLIC COMMENT PERIOD – HUD CITIZEN PARTICIPATION PLAN
    CITY OF TUCSON-PIMA COUNTY CONSORTIUM

    The City of Tucson and Pima County Consortium will accept comments on the draft November 2021 HUD Citizen Participation Plan (CPP) from November 29, 2021 to December 27, 2021. The CPP describes how the consortium members provide opportunities for and encourage citizens to participate in an advisory role in the development of and revision or substantial amendment to documents required by the US Department of Housing and Urban Development Office of Community Planning and Development.

    The November 2021 draft CPP updates the April 2020 CPP to allow for an abbreviated public comment period for HOME-ARP funding, revises substantial amendment criteria, and updates the consortium’s anti-displacement plan. The revised CPP may be concurrently adopted with the HOME-ARP allocation plan or Annual Action Plan, for which separate public notice will be provided.

    Process Overview 

    The RFP process begins with a solicitation that outlines parameters for an Offeror to consider. Often, the program may offer a technical assistance in the form of a public forum for all offerors to clarify the problem to be solved or detail the service that is needed. Most applications are reviewed by an independent body or in accordance to the funding source. The Award and Contracting phase marks the end of the RFP. 

    1. Solicitation and Pre-Application Considerations: The solicitation will set deadlines, document requirements, and proposal instructions. Further, the solicitation and RFP will outline the qualification requirements and other requirements for an Offeror to decide on a response. 
    2. Response Resources: Following stringent procurement laws and guidelines, many programs offer an opportunity to address questions and clarify instructions for all potential Offerors in an open and transparent manner. There are also opportunities for the Offeror to become familiar with programs vision and values by visiting publicly available web pages. 
    3. Application Review: According to each funding agency, a review board or committee will evaluate qualified proposals using criteria set in the RFP. According to each funding agency, decisions will be made and published accordingly. 
    4. Award and Contracting: Although the Award marks the end of the RFP process, the solicitation will identify requirements upon award and Offerors should consider these post award requirements before submitting a proposal.
    5. Contract Administration: Successful implementation of mutually agreeable terms.

    Community Services Block Grant (CSBG) Funds 

    SOLICITATION: The Pima County Community Action Agency (CAA) announces that proposals are being accepted for 2021-2022 Community Services Block Grant (CSBG) funds. The amount of funds available is not known at this time, however, it is estimated that the total amount will be approximately $300,000.00. Pima County is soliciting proposals from qualified Proposers, responsible, and willing to provide services in compliance with all solicitation specifications and requirements contained or referenced herein. The grant period to be funded is July 1, 2021 to June 30, 2022 and may be extended for one additional year, if funds are available; the awarded program has performed to acceptable standards; and upon the approval of the Board of Supervisors.  
    GENERAL DESCRIPTION:  All proposed programs must have a measurable impact on the causes of poverty in Pima County and must be able to produce measurable outcomes. The “Priority Areas” below follow federal law and have been adopted by the Pima County CAAB: 

    1. Inability to Meet Emergency Needs
    2. Starvation/Malnutrition
    3. Inadequate Housing
    4. Youth Services
    5. Incomplete Use of Programs and Services

    One proposal should be submitted for one “Priority Area” and the funding amount requested should not exceed $30,000.00. If multiple proposals are submitted by one organization, for multiple “Priority Areas,” and the organization is recommended for funding, for the multiple proposals, the total combined funding amount will not exceed $50,000.00 for the one organization.

    Preference will be given to proposals that serve rural areas. Proposals outside of these “Priority Areas” will not be considered for funding.
