  • Sewage Collection Systems (Public and Private) - Draft

    Plan Review Program

    The Pima County Department of Environmental Quality (PDEQ), acting in accordance with delegated authority from the Arizona Department of Environmental Quality (ADEQ), reviews and approves plans for new construction of public and private sewage collection system extensions, modifications, and relocations of gravity sewer mains, manholes, forcemains and lift stations. All public and private sewage collection systems are required to obtain a Construction Authorization from PDEQ prior to beginning construction, and a Discharge Authorization (a General Aquifer Protection Permit 4.01) to operate the system.     If the sewer project is located Sewer Constructionwithin unincorporated Pima County, please submit your sewer project submittal documents to Pima County Development services by emailing documents to: BuildingPermit@pima.gov

    If the sewer project is located within incorporated Pima County (City of Tucson, Town of Marana, Town of Oro Valley, Town of Sahuarita, etc.), please submit your sewer project submittal documents to PDEQ by emailing documents to: PDEQER@pima.gov

    Special Notice: Starting June 20, 2016, PDEQ will begin a new procedure for invoicing plans received by the department for review. The updated plan review procedure affects submittals for sewer projects, water projects, and the approval of sanitary facilities for subdivision projects. PDEQ, acting in accordance with delegated authority from the Arizona Department of Environmental Quality (ADEQ), reviews and approves plans for new construction of public and private sewage collection system extensions, modifications, and relocations of gravity sewer mains, manholes, forcemains and lift stations.

    Special Notice: Starting July 25, 2016, PDEQ will only accept electronic submittals for water, sewer and Approval of Sanitary Facility projects. Applications must be submitted electronically in PDF format by either emailing all forms and plans to PDEQER@pima.gov, providing an FTP download link in the application email, or by having a USB flash drive or CD delivered to PDEQ’s office. Please note that the PDEQER inbox will only accept files less than 20 MB in size, so anything larger must be submitted using one of the alternate methods.

    PDEQ reviews and approves plans for new construction of public and private sewage collection system extensions, modifications, and relocations of gravity sewer mains, manholes, forcemains and lift stations. All public and private sewage collection systems meeting the review criteria of Arizona Administrative Code, Title 18, Chapter 9, Section E301(A) are required to obtain a Construction Authorization from PDEQ prior to beginning construction, and a Discharge Authorization (a General Aquifer Protection Permit  (GP) 4.01) to operate the system. The Construction Authorization is valid for two years from the date issued. If PDEQ does not receive all verification documents within two years after the date the Construction Authorization is issued, the applicant must submit a new Notice of Intent to Discharge (NOID) in order to continue construction or use of the system.

Sewage collection system designers should consult the Pima County Regional Wastewater Reclamation Department's Standard Specifications and Details for Construction to ensure compliance with applicable requirements. If planning a private sewer system the applicant should review the Private Sewage Collection System Workflow Sheet to determine if a Construction Authorization is required.

    Upon request, PDEQ will provide an “Applicability Determination” review for determination of sewer project that may or may not require a 4.01 General Permit.  The applicability review will require the submittal of a description of the project, design flows, and plans for review.  The review fee is $50.00.  PDEQ will make a determination and issue a determination letter that indicates if your project requires a 4.01 General Permit.

    Public v. Private Systems: Differences in Submittal Requirements

    Public sewage collection systems are those owned and operated by Pima County, the Town of Marana, and the Town of Sahuarita; all other sewage collection systems in Pima County are private. The differences between the submittal processes are as follows:

    • Public Sewage Collection Systems located in Pima County do not require an Operations and Maintenance Manual in order to obtain the CA.
    • Public Sewage Collection System plans for Pima County must be signed by the proper public sewer authority before PDEQ’s review.

    • Fees are payable online (instructions are below), by providing credit card information over the phone at PDEQ’s main number (520-724-7400), or by hand-delivering or mailing a check to the PDEQ offices located at 33 N. Stone Avenue, Suite 700, Tucson, AZ 85701.
    • To pay online:
      1. Click the Project, Permits, Payments link of DSD’s website
      2. Input the project’s record/permit number into the search bar in the upper right corner of the page (where it reads "Search by Address, Record #, etc") and search for it.
      3. Scroll down to the Fees tab, click on any unpaid fees, and pay them by inputting your credit card information
