  • Revisions to CAT Bank provide clarity for County workers

    The Pima County Department of Human Resources has provided changed to the Catastrophic Leave Bank program (CAT Bank). 

    CAT Bank is a catastrophic leave contribution program to assist eligible member employees who have a qualifying event and have exhausted all of their accruals (compensatory time, sick leave and annual leave).  

    Pima County employees, with the exception of Superior Court, Juvenile Court and Clerk of the Superior Court employees, may participate in CAT Bank.

    A summary of Revisions to Administrative Procedure 23-46, effective July 1, follows: 
     
    Catastrophic Leave Bank (CAT BANK) Program
     
    Modified language and accompanying request form for greater clarity, relevance, grammatical correctness and improved readability throughout the procedure as follows:
     
    SECTION II: DEFINITIONS
     
    CATASTROPHIC EVENT - an event requiring a prolonged hospitalization; or a severe illness requiring a prolonged recovery and typically involving high costs for hospitals, doctors and prescriptions for an employee or family member (e.g., coma, cancer, leukemia, heart attack or stroke).  The Catastrophic Event must be certified by a qualified healthcare provider as defined by 29 CFR 825.102 (Family Medical Leave Act).
     
    A condition requiring hospitalization or recovery for an employee or qualifying family member.  
     
    a. Employee must be completely incapacitated and unable to work due to the illness or injury.  Common short-term illnesses or injuries, such as flu, measles, or sprains are not considered catastrophic.
     
    b.  Qualifying family members must be receiving extensive medical treatments for a severe illness or injury as identified above and/or unable to care for themselves as deemed by their qualified healthcare provider.
     
    c.  Intermittent absences from work for appointments or treatments must be for the chronic illness or condition and deemed a necessity by the qualified healthcare provider as defined above.  General follow-up appointments, including physical therapy, shall not be eligible for catastrophic funds.
     
    HIBWAC SUB-COMMITTEE - Removed definition from procedure.
     
    QUALIFYING EVENTS - Removed sections #1, #3 and #4.  Added: “child of domestic partner”.
     
    SECTION III:  PROCEDURE
     
    Section A.4.  Modified language for greater clarity, relevance, grammatical correctness and improved readability.
     
    Section A.9.b  Removed option for CAT Bank members to make arrangements for maintenance contributions.
     
    Section A.9.d  Modified language for greater clarity, relevance, grammatical correctness and improved readability.

    Section C. Removed additional special allocation for Workers’ Compensation condition.

    Section E.5 Replaced current verbiage: “If a CAT Bank Leave allocation is approved after the exhaustion of accruals, leave will not be applied retroactively to prior pay periods” with revised verbiage: “CAT Bank hours will not be applied or paid out retroactively once the timecard has received final approval by central payroll.”
     
    A.   Intermittent leave:  members must verify their timecards are accurate prior to approval.  If the information is incorrect, members will be required to work with their immediate supervisor to adjust the information.
     
    B.   Continuous leave: supervisors must ensure that the information entered on their employees’ timecards is accurate prior to final approval. 
     
    Section E.6 Denial of a request for CAT bank hours is eligible for a Second Level Review.  The Human Resources Leave Administrator will provide the Second Level Review form upon request.
     
    Section F. Modified language for greater clarity, relevance, grammatical correctness and improved readability.
     
    Section G.1 Revised annual assessment by HIBWAC Committee instead of HIBWAC Subcommittee.
