The Southeast Community Park bond project scope included land acquisition for a new park in the southeast area of Metro Tucson. The land purchased in 2013, referred to as Esmond Station Park, is approximately 270 acres located near Houghton Road and Mary Ann Cleveland Way. This site is culturally significant, with remnants of the original railroad running through the parcel. This creates a unique opportunity to preserve historic elements associated with the railroad at the same time a park is developed. Some project funds were utilized to stabilize and secure historic elements onsite as a part of this project.

The Master Plan was developed via a public input process and adopted by the Board of Supervisors in September of 2014. The eventual build of the site will create a regional sized park serving all types of turf fields and associated park recreation elements as well as amenities such as library, community center, sheriff substation and pool.

The first phase of construction included a trail development. This scope is low impact to the site, and designed to have a low operational cost until a more significant funding source is identified for a larger park installation. The project included a new trailhead parking, a ramada, landscaping, multi-use path and fitness exercise stations. This project was coordinated with the Vail Unified School district, reducing costs to both entities with shared utility distribution and entry drive. The project also designed the future water distribution for the park, which will be beneficial for an upcoming library project to be developed onsite.Ramadaamenitiessite plan
