  • Concurrent Comprehensive Plan Amendment

    and Rezoning or Specific Plan Process


    Attendance at the regularly scheduled Pre-Application Meeting is a pre-requisite to submitting a concurrent application.  The request to meet should include proposed change in land use and zoning designations and parcel number(s), and be sent at least one week prior to the meeting date to DSDPlanning@pima.gov. Pre-Application Meetings are held at 201 N. Stone Avenue, 2nd floor on the 3rd Wednesday of the month beginning at 9:00 am.

    Concurrent amendment and rezoning requests on property greater than one-acre require a rezoning site analysis or specific plan when the proposed uses are commercial and mixed-uses, or developed at a residential density of four or more residences per acre, or greater than five acres.  When the application has been received, the request is sent to affected departments and agencies for comments which are incorporated into the staff's report to the Planning and Zoning Commission and the Board of Supervisors.  Because of requirements for public notice and time needed by reviewing agencies to evaluate the application, the request will be scheduled for public hearing before the Planning and Zoning Commission typically five to eleven weeks from the date the application is submitted.  After the Planning and Zoning Commission hearing, staff will schedule the case to be heard before the Board of Supervisors which takes approximately five to eight weeks for staff to process and notice.

    Neighbors are notified of the scheduled hearing dates for the Planning and Zoning Commission and Board of Supervisors meetings. The Commission hears the proposed amendment and rezoning and makes recommendations to the Board, who have the final decision for approval or denial.

    The applicant for a concurrent request is required to hold a public meeting with property owners and members of neighborhood and homeowners’ associations of record within the notice area.  The invitation to attend the public meeting shall be sent at least 30 days prior to the Commission public hearing and the meeting shall be held at least 15 days prior to the Commission public hearing.  A copy of the sign-in sheet and meeting summary shall be provided prior to the hearing at the Planning and Zoning Commission.
