NOTICE OF PROPOSED MODIFICATIONS TO THE BILLING METHODOLOGY FOR NON-RESIDENTIAL USERS FROM WINTER QUARTER AVERAGE TO ACTUAL WATER USAGE
Pursuant to ARS §11-251.13, Pima County is providing notice that on or after December 18, 2018, the Board of Supervisors will consider a proposed modification to the sewer user fee based on actual water usage for non-residential users as outlined in Pima County Code, 13.24, Sanitary Sewer User Fees.
The proposed modification, if approved by the Pima County Board of Supervisors, would base the sewer user bill on actual water usage each month, rather than the average water used during the Winter Quarter. This proposed change WILL NOT impact the Winter Quarter Average billing methodology for the Residential class.
The Winter Quarter Average billing methodology calculates sewer billing based on the water usage during the winter months of December, January, and February. Winter water usage is typically lower as it is less impacted by outdoor water use, such as filling swimming pools and heavy use of outside irrigation. Winter Quarter Averaging is more applicable to Residential sewer users, and less so for Multi-Family and Commercial/Industrial users. Non-residential users typically have an irrigation meter for outdoor water use; therefore, the majority of water utilized is discharged into the sewer system. Additionally, many businesses have reduced operations during the winter holiday months, resulting in lower winter water usage and a reduction in the amount they are billed throughout the remainder of the year. The Winter Quarter Average method of billing for Multi-family and Commercial/Industrial users is not in-line with their actual usage of the sewer system.
RWRD and the Regional Wastewater Reclamation Advisory Committee would like to extend to the public an opportunity to hear a presentation and ask questions and/or comment on the proposed modification at the following public meeting:

There will also be a final opportunity to comment on the proposed modification during the Public Hearing at the Pima County Board of Supervisors meeting. The Pima County Board of Supervisors will consider the proposed modification at the scheduled meeting on Tuesday, December 18, 2018 at 9:00 AM.
