    Administrative Review Submittal Requirements

    Note: Bolded items are required for Administrative Completeness determination when applicable to project.
    • Alert!! Depending on project scope, your application may require prior approval of separate external department processes from Regional Flood Control District (RFCD), Regional   Wastewater Reclamation Department (RWRD), Pima County Department of Environmental Quality (PDEQ) or Department of Transportation (DOT).

    Classification of Facilities

    R3:  5 or fewer clients
    R4:  6 to 10 clients
    I-1:  More than 10 clients

    R3 Facilities  Requirements

    Care facilities for five or fewer persons receiving care that are within an existing single-family dwelling are permitted to comply with the International Residential Code provided an automatic sprinkler system is installed in accordance with Section P2904.

    The dwelling will need to be upgraded, as needed, to include all life-safety provisions identified in Chapter 10 of the International Existing Building Code. This includes, but is not limited to:

    • Sprinkler system [P2904]
    • Smoke alarms shall be installed at each story, in each sleeping room, and outside of each separate sleeping area in the immediate vicinity of bedrooms [R314.3]. In addition, these shall be hard-wired with battery backup [R314.4] and interconnected [R314.5].
    • Ground Fault Circuit-Interrupter protection [E3902], Arc-Fault protection [E3902.12/.13] and tamper-resistant receptacles [E4002.14]
    • Guards and handrails shall comply with R311
    • Each bedroom requires an existing operable window with clear opening area of no less than 4 square feet and minimum opening height/width of 22 inches and 20 inches respectively [IEBC 1012.4.1]
    • Where work requiring a permit occurs in existing dwellings that have attached garages or in existing dwellings within which fuel-fired appliances exist, carbon monoxide alarms shall be provided [R315.1/.3]

    R4 Facilities  Requirements

    This occupancy shall include buildings, structures or portions thereof for more than five but not more than 10 persons, excluding staff, who reside on a 24-hour basis in a supervised residential environment and receive custodial care. The persons receiving care are capable of self-preservation.

    Existing dwellings will need to be updated, as needed, to include all life-safety provisions identified in Chapter 10 of the International Existing Building Code.  This includes all requirements listed above for R3 facilities, with the addition of:

    • A floor plan of the facility.  Note that facilities greater than 3000 square feet require a plan prepared by an Arizona licensed Architect.
    • A fire alarm is required [907.2.10]
    • A handicapped-accessible route through the building is required along with fully accessible components including signage, one bathing/toilet room, ramps, and one sleeping room [Chapter 11]
    • Illumination with emergency backup power is required in all components of the means of egress system [1006]
    • Handrails that return to a wall, guard or walking surface are required on single or multiple steps [1009.15]
    • Thresholds in existing buildings shall have beveled edges and a maximum height of 3/4-in. [3411]
    • Provide approved inspection report from Fire Department having jurisdiction

    • Check with the fire jurisdiction in your area for any additional requirements

    Zoning Requirements for an Assisted Living Home

    • Up to ten clients allowed
    • Limitations:
      • Establishment must be licensed to operate as an assisted living home by the state of Arizona
      • Gross floor area: An assisted living home shall have a minimum gross floor area of two thousand square feet for six to ten residents
