The relationship between Board of Supervisors and Administration

The Board of Supervisors and County Administrator operate similarly to a board of directors and a chief executive officer – the board makes policy decisions and sets the direction of the organization and the CEO enacts those policies and manages day-to-day operations.

Under this arrangement, employees report directly to the County Administrator or to their respective managers who report to the Administrator. The Board does not have direct oversight of employees and interactions with employees are done through the Administrator or the Administrator’s designees.

To ensure this separation, The Pima County Board of Supervisors approved a non-interference policy. This has been the effective working operation of Pima County for years. Prior to that time, department heads reported directly to the Board of Supervisors.
