VIRTUAL FORMAL PUBLIC HEARING
The Pima County Department of Environmental Quality (PDEQ) is holding a virtual Public Hearing on Tuesday, March 16, 2021 from 5:30 p.m.- 6:30 p.m. The purpose of this formal public hearing is to obtain public comments on the proposed
El Paso Natural Gas, LLC (EPNG) piping modification project.
The proposed project is for the EPNG facility located at 10200 South Rita Road, Tucson Arizona 85747. Written comments regarding this project will be accepted by PDEQ during the official Public Comment Period which started on February 10, 2021 and runs through March 29, 2021.

email air permits to provide their name and e-mail address to participate in the Virtual Public Hearing, however pre-registration is not required.
PDEQ proposes to revise the EPNG existing Air Quality Permit No. 425. EPNG is proposing to install gas cooling equipment and gas recirculation for compression to allow for operational flexibility. An emergency generator is also proposed to be added to the site. The proposed project expects to trigger a major modification for Nitrogen Oxide (NOX) and Carbon Monoxide (CO) subject to the
Prevention of Significant Deterioration (PSD) permitting pursuant to title 40 of the Code of Federal Regulations, section 52.21 (40 CFR 52.21).
PDEQ has completed an extensive review of the permit application, examined the air quality impact analysis of the project, potential impacts to historic properties, and considered environmental justice to protect the health and environment of minority, low-income, tribal and indigenous populations. PDEQ has also worked with the U.S. Environmental Protection Agency and the National Park Service to create a permit that will protect public health and meet air quality regulations while allowing EPNG to update the facility to meet future customer needs. All written comments shall state the name and mailing address of the person, shall be signed by the person, his agent or his attorney and shall clearly set forth the reasons why the permit should or should not be issued. Grounds for comment are limited to whether the proposed permit meets the criteria for issuance prescribed in the
Arizona Revised Statutes Section 49-481,
Title 17 of the Pima County Code, and
40 CFR 52.21. Only persons who submit written comments during the official public comment period may appeal a permit decision, except to the extent that the final permit reflects changes from the proposed permit. Appeals of the PSD permit decision are subject to 40 CFR part 124.
