Community Assistance Division
The Pima County Community Assistance Division mission is to assist low-income individuals and families with reaching higher levels of economic and social self-sufficiency through the delivery of basic needs services and to advocate for low-income individuals. The Community Assistance Division will deliver services in a respectful, timely, and compassionate manner.
As the designated Community Assistance Division formerly known as Community Action Agency since 1981, the division has established excellent partnerships with many community-based organizations. Major partners include our seven Emergency Services Network agencies, 11 Community Services Block Grant agencies and our five LIHEAP Affiliate agencies, which empower CAD to provide assistance to eligible individual and families to support basic needs, prevent homelessness, and promote self-sufficiency.

The Community Assistance Division combats poverty and provides a safety net of basic services for low-income individuals and households in Pima County. Community Assistance Division connects assistance with case management and other resources to promote self-sufficiency and economic independence.

What we need from you:
After you call or apply online you will need to gather documents necessary to determine if you are eligible to receive the services listed.
Required Documents
- Applicant's state issued picture ID
- Applicant's proof of US Citizenship or Permanent Legal Residence (birth certificate, naturalization papers, permanent resident card, US passport)
- Social security cards for all household members
- Birth certificates for children 17 and under
- Proof of all household income for the past 30 days (pay stubs, current award letters, etc.)
- Rental eviction and/or late notice and/or lease
- Current mortgage statement/coupon
- Current utility bills (electric, gas, water) NOTE: No cable or telephone bills
- Supporting documentation regarding the crisis that caused you to get behind in your rent/mortgage/utility payments
**Additional information may be required at the time of appointment.**
Disclaimer: Rent, mortgage and utility assistance is limited. Financial assistance may be available for eviction prevention, mortgage payment, move-in, utility, utility deposit, and utility repair/replacement assistance, as well as special needs such as dental, vision, and car repairs.
The Community Action Advisory Board serves as the advisory board regarding Community Assistance Division programs and is reauthorized as part of the Community Services Block Grant (CSBG) Act of 1998.

Discount Programs (no financial assistance)
- Based on household size and gross monthly income.

Sewer Outreach Subsidy Discount Program (SOS)
Sewer Outreach Subsidy Program will provide a monthly discount for the sewer portion of their bill. The discount may be 25%, 50%, or 75%.

City of Tucson Limited Income Assistance Program for Tucson Water and Environmental Services
City of Tucson Water will provide a monthly credit to qualifying customers for the water portion of their Tucson Water bill.
