- Your submittal must be paperless and include pdf files of the complete set of construction documents (i.e. plans, special provisions, etc.) and a cost-estimate of all sanitary sewer work (if applicable);
- Please send your submittal either by sending a single email with the pdf files attached (20 megabytes maximum) to RWRDUtilityCoord@pima.gov; or
- Deliver your digital media (e.g. cd, dvd, or jump drive) to:

- In your email or transmittal, please include the name of the project and the assigned UPC project reference number (if available).
The Utility Coordination group may request additional information to be included with the submittal, depending on the complexity of the project. The requirements for subsequent submittals for each project may vary. Incomplete submittals will be rejected and the submitter will be notified in a timely manner.
Submittals should be sent from the utility coordinator or project manager of a public agency or public utility company. Direct submittals by the Design Engineer, on behalf of the agency/utility company, shall include written authorization from the agency/utility company.

For projects impacting existing public sewers, recommendations for wastewater flow management shall also be included with the submittal. See Subsection 2.2 of the Standard Specifications and Details for Construction for more information.
City of Tucson water projects within Pima County right-of-way:
Under the provisions of the 1979 License Agreement and the 1982 First Supplement, the County is obligated to pay 100% of the public sanitary sewer adjustment or relocation costs required by City of Tucson water projects within county right-of-way. RWRD reserves the right to object to the design of the project or pursue alternatives that will either reduce or eliminate the need to adjust or relocate existing public sanitary sewers. Alternatives to avoid relocating the existing public sanitary sewer must be considered in the design of the project. If adjustment or relocation of public sanitary sewer cannot be avoided, RWRD reserves the right to perform this work as authorized by Paragraph II-3 of the 1982 First Supplement. Also, during the design of the project, an engineer's cost estimate of the required adjustments and/or relocation work for existing public sewers must be provided to RWRD for review. RWRD will notify the City of its decision regarding who will perform the work.
Permits will not be issued until these payment obligations are acknowledged.
City of Tucson non-water projects in City of Tucson right-of-way:
Under the provisions of the 1979 License Agreement and the 1982 First Supplement, the County is obligated to pay 50% of the sewer adjustment or relocation costs, other than surface adjustments, required by City of Tucson non-water projects in City of Tucson right-of-way. RWRD reserves the right to object to the design of the project or pursue alternatives that will either reduce or eliminate the need to adjust or relocate existing public sanitary sewers. Alternatives to avoid relocating the existing public sanitary sewer must be considered in the design of the project. If adjustment or relocation of public sanitary sewer cannot be avoided, RWRD reserves the right to perform this work as authorized by Paragraph II-3 of the 1982 First Supplement. Also, during the design of the project, an engineer's cost estimate of the required adjustments and/or relocation work for existing public sewers must be provided to RWRD for review. RWRD will notify the City of its decision regarding who will perform the work. Pavement replacement, and manhole and cleanout adjustments or reconstruction necessitated by changes in surface conditions are to be broken out separately since they are to be paid for 100% by the City (Paragraph II-4 of the 1982 First Supplement).
Permits will not be issued until these payment obligations are acknowledged.
