    Pima County Affordable Housing Bond Program

    In May 2004, the voters of Pima County approved General Obligation Bonds in the amount of $10,000,000 for the purpose of funding the Pima County Affordable Housing Bond Program. Non-profit corporations, units of government and licensed builders in the private sector through an open and continuous application process may request bond funds for the development of affordable housing units.

    Funding requests are approved by the Pima County Board of Supervisors upon the recommendation of the Pima County Housing Commission. Applications are received by CWD staff who prepare preliminary evaluations of the proposals for review by the housing commission. Upon direction of the housing commission, CWD will prepare contracts committing bond funds to projects are executed by the Board of Supervisors and the successful applicants.  Pima County Affordable Housing Bond Program Reports are available at CWD Annual Reports and Plans under Department Reports

    Currently, all housing bond funds have been committed to projects that have been completed or are near completion.  No funding requests are being accepted at this time.

    Home Investment Partnerships Program (HOME)

    HOME funds are allocated by the U.S. Department of Housing and Urban Development to Pima County as a member of a HOME Consortium with the City of Tucson. HOME funds assist low income families with affordable housing through new construction, housing rehabilitation and down-payment assistance. Developers of affordable housing (include homeownership and rental) may apply for HOME funds as gap for projects that meet the both HUD and the Consortium’s criteria.

    Community Housing Development Organizations (CHDOs) are certified by the Consortium to develop affordable housing for the communities they serve and may be eligible to receive funding for the purpose of developing projects.

    Pima County Housing Commission

    In November, 2004, the Pima County Board of Supervisors voted to establish the Pima County Housing Commission consisting of eleven members including two appointed by each Supervisor and one member appointed by the County Administrator. Through their mission to increase the amount of affordable housing for low and median income families, the commission is accountable to the public by providing oversight for the affordable housing bond program. With support from the Community Development and Neighborhood Conservation Department, the housing commission receives resources necessary to evaluate funding proposals, prepare funding recommendations to the Board, and monitor projects which the Board approves for housing bond funds.
