    Access to Personnel Files

    Pima County Personnel Policy 8-118 limits access to Official Personnel Files to the following persons:
    • Members of the Board of Supervisors
    • The County Administrator or designee
    • The employee or the employee’s designated representative who has written authorization from the employee
    • Authorized County staff with the approval of the Director of Human Resources or designee
    • Law enforcement and investigative organizations’ staff in the course of their duty, when required, and only after presentation of proper identification and a release signed by the employee, or a subpoena calling for release of the records
    • Internal, state and federal auditors in the course of their duty, when required, and only after presentation of proper identification and notification of the audit
    • The employee’s Appointing Authority or designee

    The Custodian of Records, designated by the County Administrator, is in charge of Official Employee Records. For the purpose of inquires and/or subpoenas the Director of Human Resources is the designated Custodian of Personnel Records. The Director of Human Resources may provide access to the Official Employee Record to other persons in the course of their official duties.

    All current employees have the right to review their personnel file. Employees will be provided copies of their own personnel file for a fee when applicable.

    Employment Verification

    Persuant to Pima County Administrative Procedure 23-12 all requests for employment verifications on former or current employees shall be directed to Human Resources Personnel Records. Responses shall be limited by policy to include the employee’s name, salary/hourly rate, classification(s) and date(s) of employment.


    Human Resources shall respond and comply as required by law with all civil subpoenas for any personnel record. Notification of the subpoena request will be given to the affected employee.

    Identification Badges

    Pursuant to Administrative Procedure 23-19 Human Resources will issue identification badges between the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. Lost identification badges will be replaced for a $10.00 fee. For security purposes all employees are expected to have their identification badge on their person while in or entering any County facility in case of an emergency or crisis situation.
