  • Meet and Confer Committee - American Federation of State, County & Municipal Employees (AFSCME)

    It is the desire for the County of Pima and the union of its employees to work cooperatively to create a harmonious working environment that leads to improved provision of county services and to establish a relationship that fosters good will, innovation and quality public service.  To accomplish these goals, the County recognizes SEIU (Service Employees International Union) Arizona Local 48 as the authorized representative of eligible employees for the purpose of meeting and conferring and for participating in all other labor-management processes created by the MOU (Memorandum of Understanding).  The parties shall meet and confer in good faith in a sincere effort to reach consensus on all issues.  

    The Meet and Confer Committee established by Administrative Procedure 23-32 will meet and confer regarding labor-management relations.  The purpose of the Committee is to facilitate positive labor-management relations by providing a forum for the free discussion of mutual concerns and ideas, which may include discussion of the implementation of major new County programs or substantial modifications of existing major County programs that will have a significant impact on service delivery, work schedules, or duties.

    Pima County Code Chapter 2.20

    Serves the important function of ensuring that the selected union is authorized to act on behalf of employees.  The Board of Supervisors adopted Pima County Ordinance 2018-1 which amends Chapter 2.20.  SEIU Local 48 has entered into a Service Agreement with the American Federation of State, County and Municipal Employees (AFSCME) Local 449. Based on that Service Agreement, representatives of SEIU Local 48 and AFSCME Local 449 have jointly requested that authorized representative status be transferred from SEIU Local 48 to AFSCME Local 449.

    Pima County is required to notify all eligible employees of the request and to provide a protest form on which eligible employees can indicate the eligible employee’s opposition to the recognition of the successor organization as the authorized representative for all eligible County employees.  Pima County Opposition Form

    Service Employees International Union (SEIU) is requesting that the American Federation of State, County and Municipal Employees (AFSCME) become the exclusive authorized representative for eligible county employees.
