2020 New and Revised Policy Outreach

Pursuant to Arizona Revised Statute Title 48-3609.02. Adoption of rules; procedures; exemptions; definition, this web page serves as the required public notification for proposed rule making by the Pima County Regional Flood Control District (District). Specifically, the District is proposing to adopt four new Technical Policies and amend 9 additional Technical Policies or Technical Procedures. A public meeting for the public to offer comments has been scheduled for March 24, 2020. Please see the Public Comments tab below for details.

Pursuant to ARS 48-3609.02.B.1, review copies of each Technical Policy/Procedure is provided below.

A list and brief summary of the Technical Policies proposed for adoption and amendment can be found on the 2020 Technical Policy Revision Summary. Below are copies of the proposed new Technical Policies, as well as the revised Technical Policies both in underline/strike-out form and as a clean document showing all proposed changes without underline/strike-out.

Public Comments

Public notification pursuant to state statutes occurred on March 6, 2020. In addition to public meetings to be announced, the public and stakeholders are invited to submit written comments to any of the proposed new or revised policies. Please provide comments to the District by 4:30 p.m. on March 27, 2020.

There will be no formal presentation at the Open House, but copies of each Technical Policy will be available for review and staff will be available to discuss the policies.

Approval Process

The adoption of new or amended rules is regulated by ARS 48-3609.02. The information below summarizes the District's responsibilities in order to comply with this statute.

1. The District shall provide at least two weeks' notice of a meeting at which the public is able to provide comments on the draft language. The notice must include the entire text of the draft proposed rule. This page was posted publicly on March 6, 2020. The public meeting is scheduled on Tuesday, March 24th, 2020 from 2:00-4:00 p.m. at the Pima County Regional Flood Control District, 201 North Stone Avenue, 9th floor, Tucson, AZ 85701. The full text of each Policy/Procedure is available in the "Policies" tab of this page.

2. The District shall provide at least two weeks' notice of a meeting in which the final text of the of the proposed rule is considered by the Pima County Board of Directors. This notice has not yet occurred.

3. The district shall provide Board of Directors with copies of the public comments and the District's written responses. This action has not yet occurred.
