  • Septage Hauler Procedures

    Collection Procedures

    Divisions Responsible:

    Purpose

    This procedure establishes guidelines for the timely billing and collection of fees from Septage Haulers discharging at the Walker Road Septage Receiving Facility per Pima County Ordinance 1998-84.

    Procedures

    1. IWC prepares monthly Activity Logs and a Billing Summary for each Septage Hauler using the Walker Road facility during the previous month. The preparation of the Activity Logs and Billing Summary will occur by the third week after the billing month in which the discharge activities transpired.
    2. Support Services compiles and sends a first notice billing to each Septage Hauler, using information received from IWC, by the end of the sixth week after the specified month of discharge.
    3. The first notice billing is due and payable within 30 days from the date sent by Support Services to the Septage Haulers.
    4. Support Services will send a reminder notice (second notice) to the Septage Haulers not paying their billing in the allotted 30-day period.
    5. A reminder notice or second notice will allow an additional two weeks for payment.
    6. Upon failure to remit payment at the end of the two week reminder period, Support Services notifies IWC. IWC proceeds to suspend the delinquent Septage Hauler’s privileges to discharge or applies a "Cash Only" status to the account.

    Responsibilities

    1. IWC submits monthly Activity Logs and Billing Summaries at the end of three weeks after the previous billing period.
    2. Support Services prepares and mails billings to Septage Haulers based on IWC’s reports by the end of the sixth week after the previous billing period.
    3. Support Services will monitor billings and payments to determine who is eligible for a two-week reminder notice.
    4. Support Services will notify IWC of any continuing delinquencies after the two-week reminder lapses.
    5. IWC will suspend discharge for all delinquent Septage Haulers not paying by the end of the two-week reminder date. IWC shall suspend or place on a “Cash Only” basis all delinquencies.
    6. IWC will notify Support Services when an account is suspended and will inform them whether or not discharges will be resumed.
    7. IWC will notify Support Services of all Septage Haulers discharging on a “Cash Only” basis.
